首先,扩大了贷款人范围。与《暂行规定》相比,《办法》中规定的贷款人范围更广,除国有商业银行和住房储蓄银行外,还增加了股份制商业银行等其他银行业金融机构。
其次,放宽了贷款申请条件。《办法》规定经济适用住房贷款项目的资本金不得低于项目总投资的30%,低于一般商业性房地产项目不得低于35%的规定。
第三,明确了利率优惠政策。《暂行规定》要求贷款利率按中国人民银行规定的同档次法定贷款利率执行;《办法》中明确提出了“贷款利率按人民银行利率政策执行,可以适当下浮,但下浮比例不超过10%”的规定。
